QUALITY POLICY – THE RECTOR'S STATEMENT
CALITATEA este elementul fundamental în programele educaţionale şi de cercetare, respectiv în managementul academic ale Universităţii de Medicină, Farmacie, Științe și Tehnologie „George Emil Palade„ din Târgu-Mureş.
Principala noastră preocupare şi responsabilitate este aceea de a oferi cu consecvenţă servicii de calitate prin educaţie şi pregătire profesională în care să primeze excelența, contribuind în acest fel la dezvoltarea socială şi economică a comunității.
Conducerea Universităţii îşi exprimă angajamentul total pentru o strategie a calității care vizează implementarea performantă şi îmbunătăţirea continuă a sistemului de management al calităţii prin satisfacerea cerințelor aplicabile, în scopul de a obţine rezultate care să răspundă şi să depăşească nevoile clienţilor noştri – studenţi, alți membri ai comunității universitare, societate, alte părți interesate.
Politica referitoare la calitate este definită, implementată, monitorizată și revizuită periodic în conformitate cu cerințele sistemului de management al calității și cu strategia de dezvoltare instituțională care are la bază o viziune comună pentru excelența în educație și cercetare obținută, pe baza valorilor asumate:
– Excelența academică
– Dezvoltarea personală
– Colaborarea globală
– Responsabilitatea socială
– Diversitate și incluziune.
Pentru a realiza acestea, conducerea Universității de Medicină, Farmacie, Științe și Tehnologie „George Emil Palade„ din Târgu Mureș se angajează:
- Să asigure identificarea şi satisfacerea aşteptărilor exprimate sau implicite ale clienţilor noştri;
- Să îmbunătăţească procesul de învăţământ şi de cercetare ştiinţifică în conformitate cu cerinţele europene şi internaţionale şi prin adecvare la realitatea socio-economică;
- Să dezvolte cercetarea ştiinţifică în domeniul medico-farmaceutic, tehnic, economic, juridic, administrativ şi social, în permanentă colaborare cu instituţii similare din România şi din alte ţări;
- Să îmbunătăţească continuu şi să diversifice temele de cercetare, în vederea creşterii satisfacţiei beneficiarilor rezultatelor cercetării și care să aducă plus valoare și progres în societate, în domeniile care fac obiectul cercetăriii;
- Să îi încurajeze pe toţi membrii comunității universitare care asigură procesul educaţional şi de cercetare, să contribuie la cunoaşterea, înţelegerea şi îmbunătăţirea întregului proces de educaţie şi formare profesională a studenţilor noştri, printr-un transfer creativ al informației și al experienței profesionale;
- Să identifice, să dezvolte competenţe profesionale şi să le perfecţioneze continuu în domeniile programelor de studii, prin modalități flexibile de formare care să asigure adaptarea permanentă la cerinţele pieţei muncii, aflată în continuă schimbare şi globalizare;
- Să asigure motivarea, implicarea, instruirea şi perfecţionarea personalului didactic şi auxiliar și a personalului administrativ, pentru a răspunde cerințelor de dezvoltare și de calitate asumate de universitate;
- Să colaboreze cu reprezentanții mediului socio-economic pentru a pregăti absolvenţi capabili de a utiliza cunoştinţe valoroase, specifice domeniilor de pregătire din cadrul universității, cu şanse reale în competiţia de pe piaţa muncii, care să le asigure avantajele pe termen lung ale educaţiei oferite;
- Să asigure dezvoltarea sustenabilă, comprehensivă, a universității prin adoptarea unor măsuri care să acopere multiple domenii, cum ar fi aspectele de mediu, sociale și economice și să urmărească responsabilitatea față de comunitatea locală și globală;
- To ensure in the university for a working climate based on involvement, responsibility and mutual respect, each participant in the process can maximize his/her professional and intellectual potential.
Rolul și responsabilitățile facultăților, ale altor structuri care desfășoară activități educaționale și de cercetare, ale structurilor organizatorice suport pentru procesele din cadrul universității, precum și a funcțiilor pentru asigurarea calității sunt prevăzute în documentația sistemului de management al calității.
Studenții, în calitate de beneficiari direcți ai proceselor furnizate de universitate, sunt informați și implicați în mod activ în acțiunile de asigurare a calității.
UMFST G.E. Palade Târgu Mureș a creat şi menţine un cadru organizatoric pentru stabilirea şi analizarea obiectivelor referitoare la calitate în domeniul didactic, în domeniul cercetării ştiinţifice, în domeniul colaborărilor şi cooperărilor naţionale şi internaţionale, în domeniul eficientizării documentării, în domeniul promovării imaginii universităţii, marketing educaţional şi relaţii publice, precum şi obiective privind optimizarea managementului academic.
În calitate de Rector al UMFST G.E. Palade Târgu Mureș voi depune toate eforturile pentru menţinerea și îmbunătățirea Sistemului de Management al Calităţii ca parte integrantă a procesului de îmbunătăţire continuă la care se angajează întreaga echipă de conducere în vederea alinierii la standardele internaţionale în educaţia la nivel universitar.
Numai prin înţelegerea demersului nostru şi participarea activă a tuturor angajaților putem atinge obiectivele pe care ni le-am propus şi solicit în acest scop ca fiecare angajat al Universităţii de Medicină, Farmacie, Științe și Tehnologie „George Emil Palade„ din Târgu Mureș să-şi asume autoritatea / rolul şi responsabilităţile adecvate care îi revin şi să respecte reglementările sistemului de management al calităţii.

The general objectives in quality assurance are
- To maintain and continuously develop a culture of quality among the university community;
- compliance with and fulfillment of explicit and implicit requirements of clients -students, other members of the academic community, as well as other stakeholders;
- compliance with the legal and regulatory requirements applicable in the field of activity of George Emil Palade University of Medicine, Pharmacy, Science, and Technology of Târgu Mureș;
- increasing the competitiveness of educational and research services offered to clients, using modern and efficient working methods and procedures updated and adapted to European and international requirements;
- ensuring the necessary resources for the development of the processes, as well as for the implementation, maintenance, and operation in conditions of efficiency of the quality management system, according to the reference standard SR EN ISO 9001: 2015
- developing the professional competencies of the staff involved in carrying out the specific processes
- involvement of employees at all levels in improving quality.
The general objectives in the field of quality assurance are integrated in the specific objectives declared at the University and at the university departments level that are part of the Quality Management System.
The specific objectives are set, monitored, evaluated, analysed so as to ensure continuous improvement through disseminated examples of good practice and established measures.
The management of the G.E. Palade UMPhST follows and is responsible for carrying out the quality policy. Authority and responsibility for establishing, implementing, and maintaining the management system are delegated to the Quality Management Representative (QMR) .
The management of the G.E. Palade UMPhST is ensured by the QMR that the provisions of the Quality Manual and other documents of the management system are known, acknowledged, and applied by the entire staff of the G.E. Palade UMPhST. The top management ensures that the quality policy and objectives are available to all employees and the public.

QUALITY is the fundamental component in the educational and research processes and also in the supporting processes of the George Emil Palade University of Medicine, Pharmacy, Science and Technology of Târgu-Mureș. „George Emil Palade” din Târgu-Mureş
The University of Medicine, Pharmacy, Science, and Technology of Târgu Mureș, national and abroad known and recognized, defines itself as an university for the community; an institution of education and scientific research, with knowledge transfer and good practices to the society and in the service of society. Our main concern and responsibility is to provide education and training through quality services, to prioritize excellence, thus contribute to the social and economic development of the community. Through excellence we aim to be a national leader in higher education and research.
The management of the George Emil Palade University of Medicine, Pharmacy, Science, and Technology of Târgu Mureș expressed its commitment to a quality strategy in the educational and research process, as well as in the supporting process, through the efficient implementation and continuous improvement of the quality management system, in order to achieve results which meet and exceed the needs of our customers - students and the social-economic environment, meanwhile ensures compliance with the specific internal and external applied regulations.
In order to achieve this, the management of the George Emil Palade University of Medicine, Pharmacy, Science, and Technology of Târgu Mureș is committed:
- To ensure that the expressed or implicit expectations of our customers are identified and fulfiled.
- To encourage all members of the university community which ensures the educational and research process, to contribute to the knowledge, understanding and improvement of the whole process of education and training of our students, through a creative transfer of information and professional experience.
- To improve the educational and scientific research process in accordance with European and international requirements and adaptation to the socio-economic reality.
- To develop scientific research in permanent collaboration with similar institutions from Romania and other countries in the medical-pharmaceutical, technical, economic, legal, administrative and social fields.
- To improve continuously and diversify research activities in order to increase the satisfaction of the beneficiaries of research results.
- To develop professional skills and to improve them continuously in all areas of training provided by the University, through flexible training programs, in order to adapt to the requirements of the continously changing and globalizing labor market.
- To partnership with the society to prepare graduates capable of using valuable medical-pharmaceutical, scientific, technical and cultural-humanistic knowledge, with real chances in the competition of the labor market, ensuring them the long-term benefits of the education offered.

The role and responsibilities of the faculties and of other structures as well as of the functions for ensure quality are provided in the procedures of the quality management system. Students, as direct beneficiaries of processes provided by the university, are actively involved in quality assurance actions.
G.E. Palade University of Medicine, Pharmacy, Science, and Technology of Târgu-Mureş has created and maintains an organisational framework for establishing and analysing quality objectives: in the field of teaching, in the field of scientific research, in the field of national and international partnerships, in the field of documentation optimization, in the field of promoting the image of the university, educational marketing and public relations, as well as objectives regarding the optimisation of academic and administrative management.
The policy related to quality is implemented, monitored, and periodically reviewed in accordance with the provisions of the quality management system procedures.
As Rector of George Emil Palade University of Medicine, Pharmacy, Science, and Technology of Târgu-Mureş, I will make every effort to maintain and improve the Quality Management System as an integral part of the continuous improvement process undertaken by the entire management team in order to align with international standards in higher education.
Only thorough understanding and active participation of each employee, can we achieve the objectives we have set ourselves and I request that every employee of George Emil Palade University of Medicine, Pharmacy, Science, and Technology of Târgu-Mureş undertake the authority and responsibilities and comply with the regulations of the quality management system.
