• appropriate use of concepts, theories, and fundamental principles governing the organisation and functioning of administrative and public safety structures
• application of techniques and tools specific to the field of expertise
• identification and application of Romanian and European legislation in local policing and public safety, including the initiation and drafting of proposals for normative acts in the domain
• interpretation, correlation, and comparison of legal institutions within the field of expertise, considering both national and European law
• application of the knowledge required to collect data and information on specific issues, as well as the structured oral and written communication of messages related to professional matters
• organisation, planning, and coordination of specialised activities, as well as the application of legal provisions within the respective domains.

• performing professional tasks efficiently and responsibly, in accordance with the deontological rules specific to the field
• applying effective teamwork techniques (including interdisciplinary collaboration), while respecting hierarchical structures
• efficient use of communication resources and professional information and training sources, both in Romanian and in an internationally recognised foreign language.
