Description

Public Procurement is a master’s programme focused on training specialists in public procurement procedures and contract management, in line with both European and national regulations. It is designed for graduates interested in pursuing careers within public administration, government institutions, or the private sector involved in procurement activities. Research conducted within the programme encourages critical analysis of legislation and best practices, contributing to the improvement and professionalisation of public procurement processes.

Professional competences

  • correct use of concepts, theories, and principles regarding the awarding, execution, and termination of public procurement contracts, sectoral procurement contracts, public–private partnership (PPP) contracts, and concession contracts
  • accurate application of methodologies and tools specific to the field, enabling the adoption of constructive solutions in matters of public procurement, sectoral procurement, concessions, and PPPs, particularly within projects financed through European funds
  • knowledge and interpretation of the legal rules governing public procurement, sectoral procurement, concessions, and PPP contracts, in correlation with other aspects of national and European administrative law; understanding and analysing the impact and main legal effects of legislative changes in the field of public procurement
  • knowledge, correlation, and comparison of procedures for concluding public procurement, sectoral procurement, concession, and PPP contracts electronically, as regulated under national and European law
  • application of the knowledge required to collect data and information concerning a specific legal issue
  • application of current legislation to resolve issues related to public and sectoral procurement, PPPs, and concession contracts, ensuring their correct legal classification and resolution in accordance with domestic and European law; understanding the role of management practices adopted by public authorities in preventing disputes arising from the awarding of such administrative contracts
  • correct use of concepts, theories, and principles of business law that are also applicable in the field of public procurement, highlighting the interrelation and interdependence between these two legal areas
  • development of public procurement projects for works, services, and goods, using the acquired concepts, principles, and specific methods

  • performing professional tasks efficiently and responsibly, in compliance with the deontological rules specific to the legal field
  • applying effective teamwork techniques (including interdisciplinary collaboration), while respecting hierarchical structures
  • assuming responsibilities within procedures for awarding and executing public procurement contracts, sectoral procurement contracts, public–private partnerships, and concession contracts for public goods, services, and works
